On July 22, 2021, the Academy of Eco-Social Technologies (AEST) celebrated the 65th anniversary of the famous scientist with a worldwide reputation - Viktor Anatolyevich Chigirev.

Chigirev Viktor Anatolyevich, Russian, was born in the city of NEMAN, Kaliningrad region on July 22, 1956.

In 1971 he entered, in 1973 he graduated from the Leningrad Suvorov Military School.

In 1973 he entered the Riga Higher Military Command Red Banner School named after Marshal of the USSR Biryuzov S.S. Since 1975 he has been studying according to an individual curriculum. In 1976, Laureate of the All-Union Competition of Young Scientists in Philosophy and Social Sciences. In 1978 he graduated from the Riga Higher Red Banner Military-Political School named after I. Marshal of the USSR Biryuzov S.S. in the specialty: automated control and monitoring systems, diploma G-1 No. 083689.

After graduating from college, he passed military service in the Strategic Missile Forces and the Military Space Forces of the USSR Ministry of Defense, occupying the positions of the head of the crew, engineer of the military scientific group, junior research worker, research worker, department head, senior research officer, head of the research unit.

Chigirev Viktor Anatolyevich, since 1986, has organized research on subjective and intersubjective relationships in the USSR. For the first time in the world, under his leadership, they began to compile personality profiles of cadets and officers of the military space forces, strategic missile forces and used them in the internal personnel policy of the USSR Ministry of Defense. This approach became widespread in the XXI, and is used not only by the leading armies and special services of the world, but also in the private sector (social networks, transnational and national corporations).

Relationship data were collected using natural test methods (MET) and discursive evaluative methods (DOM).


Natural test method


Method of natural tests (MET) - fixation of fragments of personality behavior, recognition and assessment with the help of experts, later with the help of hardware and software. Justification of the method and its implementation in the automation of management of training of specialists was carried out by the research department of NIL-4 at the A.F. Mozhaisky, under the leadership of V.A. Chigirev, who united in this direction the research of NIL-4 of the S.M. Kirov and Research Institute of the 4th Ministry of Defense of the USSR.

The data obtained with the help of MET made it possible to form profiles of personality behavior, to make adequate personnel, organizational, educational and educational decisions, and to correct self-esteem and behavior. This ensured a high quality of personnel training for the strategic forces of the USSR, and later for the Russian Federation. Within the framework of military-scientific cooperation between Russia and China, the method of natural tests was transferred to China and was widely implemented in domestic Chinese politics under the name "Social rating" (social rating system). 


Practical application of MET is based on the proven practice hypothesis of V.A. Chigirev. that the military professional qualities of the individual, such as morality, patriotism, discipline, diligence, hard work, curiosity and others, are formed in a professional team. Without the purposeful formation of a scientific and ethical worldview, the basis of which is the global ethical imperative (do not harm others and yourself), it is impossible to obtain a reliable military specialist, commander and chief, who can be entrusted with strategic weapons and the capabilities of military space forces, including the executive branch. ... These qualities need to be formed and continuously maintained. 

The use of MET allows you to record the manifestation of these qualities in behavior, to encourage and reinforce them. In the absence of such data, additional measures are taken for individual and collective educational and educational work in order to obtain a stable fixation of these most important personality traits, without which defense is impossible, independent of bureaucratic reports (falsifications, various kinds of selfish distortions of data on the quality of training and use of specialists). and the security of the country. Encouragement, awards and censure, punishments are carried out depending on the data obtained with the help of MET. According to the works carried out under the editorship of V.A. Chigirev, hundreds of candidate and doctoral dissertations were defended, the scientific basis of which was the materials of the work: V.A. Chigirev, V.P. Selegen, M.P. MET was implemented for the needs of the military space forces, strategic missile forces in the USSR and showed a dynamic set of data on the behavior of personnel available to the military command and the state, which calculates and visualizes the reliability of specialists and indices of trust (social ratings of a specialist), which are taken into account when accepting personnel and other management decisions. The MET-based automated behavioral assessment formed the basis of a system of rewarding and punishing appropriate and inappropriate behavior. Behavior databases allow the state to carry out social filtering by admission to management or a ban on it. A wrecker, a morally defective person could not go through such a system and get into the control bodies of strategic forces, military space forces. 

In fact, Chigirev V.A. accomplished the impossible. He developed, implemented in military structures, and also offered the state a new kind of soft power. The obsolete, toxic, explosive and costly maintenance of twentieth century soft power is corruption. It is based on the hypothesis that you can buy anyone and thus change their behavior. The technology of this soft power (soft power of corruption), based on corruption, consists of organizing collusion and bribery of any official or leader of an organized criminal group that has seized power in a particular territory. The bribed leader is controlled by collecting tribute and allowing him to plunder his territory or organization. As a result, a social explosion occurs due to a lack of justice and morality in the region or organization, the leader undergoes a lethal rotation. The disadvantage of this force is that it is toxic, penetrating not only the object, but also the subject using it. Any subject that uses the soft power of corruption as a tool to control the behavior of people in organizations and on the territory of the country can lose public trust, respectively, power and money.  

To improve the quality and security of military and public administration Chigirev V.A. created a new kind of soft power, the pressure of which is aimed at changing human behavior towards morality and justice. The technology of this soft power (soft power of morality and justice) is based on the visualization of social feedback through discursive evaluative practices. Relying on group and mass expert assessments of others, it is possible to accurately identify pests, to ensure non-lethal humane rotations in management levels without spending money on it. The economic effect is significant, since the soft power of morality and justice does not need material, financial and personnel support. Automated analysis and accounting of values ​​of trust and harm indices, their discussion and evaluation allow for timely rotation in the management class and improve the quality of this management. Such a system will not fall apart, it is non-toxic, cheap, and strengthens power of any type, from autocratic to democratic regimes.

It was supposed to introduce this system in all state bodies in order to prevent the collapse of the USSR and ensure a qualitative transition from the communist model of government, which lost public confidence in the 90s of the XX century, to a social one, the ideological basis of which was the ideas of morality (do not harm and create). justice and patriotism.  

A reward for moral and patriotic behavior, maintenance of justice in relations with others, active participation in the restoration of violated justice in relation to specific others according to the principle of V.A. and his like-minded person, the best student and successor of Yunatskevich P.I. constitute the basis of the internal policy of the welfare state, which will be protected by citizens. Violation of this principle leads to the collapse of the welfare state, its imitation, the extinction of the population, a drop in the quality of life, total neurotization of everyone from the supreme power to the ordinary citizen, criminalization, corruption of all governing bodies.  

The practical use of MET assumes that rewards and punishments will be universal at all levels of management and training. Having committed an immoral offense, recorded and recognized with the help of MET, a person thereby lowers his rating, will incur losses, and not only himself, but also his superiors. Thus, in a new form, the traditional system of universal transparency, trust, stakes in social growth on creative qualities - morality, patriotism, social activity to maintain justice in the immediate and distant environment of a person - will be revived. This was a new model of the Soviet cadet, officer, party and state leader.  

It was predicted that technological and conceptual developments on soft power of a new type (soft power of morality and justice) V.A. and Yunatskevich P.I. will give the state power in the USSR an unprecedentedly powerful tool for the social consolidation of moral and patriotic behavior, social activity in maintaining justice in society, which will be able not only to assess the behavior of citizens, but also to consolidate the most important creative qualities in people's behavior: morality, patriotism, justice. With such personnel it was possible to preserve the USSR, to ensure the development of the welfare state and the quality of life of its citizens. Peace politicians could hardly have dreamed of such an instrument.

The introduction of technological developments on the MET meringue in the USSR Ministry of Defense became a strong evidence in favor of the fact that military scientists V.A. and Yunatskevich P.I. understood the nature of the masses of people much better than their contemporaries, politicians and the fathers of the Christian churches.

The method of natural tests is a method of generalizing data obtained by visual means of control, which makes it possible to make the transition from fixation and assessment of behavioral factors to judgments in terms of mental and socio-psychological properties of a person.

Test tasks of the method of natural tests are a set of situations from everyday life, in which the assessed person naturally demonstrates diagnostically significant images of his expressive behavior.

The data obtained by the method of natural tests should be discussed and evaluated in the course of discursive evaluative practices. Then qualitative data is possible for decision-making on all issues of vital activity. The disadvantage of using the natural test method is that it is well applicable for closed social organizations (army, security service, police, court, prosecutor's office, educational institution). However, for open systems (private organizations, public structures, participants in the economy, culture, science, education, trade) of civil society, this is not enough. The use of MET without a DOM can lead to the phenomenon of "electronic concentration camp", violation of human rights and freedoms. When recognizing an immoral act, it is always important to give a person an excuse, to understand, who made him do this act? We need a discussion with an assessed person using the discursive-evaluative method and a new assessment of his behavior with the help of attracted specialists and experts who occupy the social positions of morality, freedom, and protection of human rights.

The object of research carried out on the basis of DOM is a specific subject, starting with its chemical and biological foundations, ending with the context of all its social relations. In fact, all are natural participants in discursive evaluative practices. Research results are confirmed or refuted by new generations of researchers. 

Iterations of the Discursive Assessment Method (DOM) and Natural Testing Method (MET) procedures form the basis of public safety, morality and justice. The statistical nature of the objects of analysis and the entire process of the subject's vital activity is clearly visible.

We get multilateral information materials of biography and assessments of subjects. The object of research is constructed from the estimates obtained. You can get different detailed descriptions of the research object. Each object receives an index in relation to specific practical needs (index of harm, professional suitability, proper behavior, usefulness, etc.).

The next important personal achievement of Viktor Anatolyevich Chigirev is the foundation of a new scientific direction - subjectology.

The sphere of subjectology as a science is associated with the study of dynamic behavioral acts and assessments of specific people from the standpoint of self-assessment, assessment of others and others, assessment of the phenomena of the environment in various discursive environments and social strata.

At the same time, the object of subjectology can actively influence the researcher-subjectologist himself. He may resist such research, trying to hide from others part of his behavioral acts and assessments.

The quality of subjective research depends on humanitarian ideals and norms, the interest of the subject-researcher, his value orientations and constructive capabilities when faced with the “indignant” influence of the subjects-subjects under investigation. Quality is determined by dialogicity with others who evaluate the object of research - a specific subject.

Understanding the object itself becomes the main thing, i.e. in a methodological sense - its multifaceted and dynamic presentation. Since the study focuses on the subject, personality, organization, it is called subject-knowledge, where "-guidance", and not "-logia" emphasizes the departure from the overly rigid general scientific standards in relation to this material, but full compliance with rational norms, taking into account that rational and scientific are not the same thing.

In practice, subjectology has always existed, especially in relation to closed power structures, in which, throughout the entire period of service, a person was under close and constant observation and analysis of his behavior and assessments by others. 

However, with the emergence of social networks, the practical use of the method of natural tests, the discursive-evaluative method, it became quite possible to talk about the emergence of a new practical science - subjectology. 

In this regard, there is a need for mass training of specialists - subjectologists, capable of both for themselves and for customers (individuals, groups, organizations) to perform a multilateral analysis of a specific subject (including goods, services, suggestions, instructions, recommendations, information) in all its totality of relationships and influences.

The result of subjective research is qualitative materials about the subject, the identification of all his indices, assessments made by others. This is the representation of the subject in a new type of social-evaluative network. These networks become the basis for making personnel and other decisions in relation to any person on planet Earth. 

Visualization of relations is a new type of information generated by social-evaluative networks of a new generation, it will determine the fate of each subject, and therefore will be the subject of both spontaneous and professional knowledge of each person.


Discursive evaluative method


Together with the implementation of MET under the leadership of V.A. another method was being developed, complementing MET and included in the methodology of subjectology. This is a discursive evaluative method.

Chigirev V.A. and Yunatskevich P.I. in the course of research it was established that the practical application of MET should be complemented by discursive-evaluative procedures. Fixation of a fragment of a behavioral action, its automatic recognition and evaluation according to the algorithms developed by experts should not lead to automatic reward or punishment. We need comments from the person himself, public discourse with him and taking into account expert group and mass moral assessments of other people of this event. Without complementing MET with another method (discursive evaluative method - DOM), justice can be violated. Given the complexity and high scientific capacity of the discursive-evaluative method, it is very difficult to copy or borrow it in countries planning or already using national systems of social rating, trust, credit.



The discursive evaluative method (DOM) is based on the visualization of social feedbacks, relationships between people through open discussion and assessment of all issues of life. It allows you to research, investigate, teach, heal people. Its multidimensionality and complexity of application makes it possible to exclude unfair punishment or reward of a person, justified with the help of MET. 

The resulting data on relationships are no less important for making management decisions than the data on behavior obtained with the help of MET. 

Developing two methods (MET and DOM) Chigirev V.A. and Yunatskevich PI, based on the data obtained, came to the conclusion that DOM can simultaneously include MET, and be much broader in application than only MET. 

DOM is more democratic, suitable for Western civilization and any form of government (autocratic, democratic, feudal, even criminal), without worsening and only improving each form of administration. 

The discourse-evaluative method is based on the creation of a special network structure (social-evaluative network, discursive-evaluative network, information and communication evaluative resource), which makes it possible to carry out directed network discourse and mass ethical evaluation in real time, to quickly visualize the harm (threat) emanating from a social subject.

Such "highlighting" allows mobile groups of network activists (socially active citizens) to exert an accurate humane influence on a social subject and prevent harm caused to them (destroy the threat they pose).

An information hub is capable of destroying and restoring trust in a social subject, technologically providing solidarity behavior of mobile groups in social networks.

Trust - social relations that arise between social actors in the absence of mutual harm and threats.

Solidarity (solidarity behavior) is the most important group instinct of social subjects, their coordinated behavior.

The general approach to the construction of discursive ethical regulators allows you to create network information regulators of the behavior of specific social subjects.

Discursive ethical regulators are extremely humane. They simply remind the subject, gently advise him: "You can't behave like that, think about it." They provide an opportunity for subjects to explain why they are doing this and not otherwise. And other subjects are given the opportunity to evaluate the social actions of other subjects.

Social action is the result of the activity of a social subject: intentions, statements, decisions, actions, etc., affecting interests that can harm, create a threat to more than one social subject.

The foundation of the discursive-evaluative approach and practical discursive ethics Chigireva V.A. became massive ethical (moral, moral) assessments of the actions of social subjects.

Ethical assessment - determination of the level of morality of a social subject.

Morality is a special mood of thinking and behavior of a social subject, which allows not to harm (create threats) to oneself, others, the environment, harmony of spiritual and material aspirations and actions, a balance of rights and obligations of social subjects (universal morality ensures safe nutrition, reproduction and only spiritual dominance of the social subject).

The moral (ethical) principle is a way of human behavior that ensures the development of mankind, based on the consideration and assessment by each social subject of the harm (threat) caused by one or another activity (inaction) of other social subjects in the process of communication (discursive practices).

The ethical assessment of the actions of a social subject is based on an innate sense of harm, which is immanent in every person and does not need to be reinforced by metaphysical reflection.

A person's ability to feel harm has biological and ethological grounds. The study of the feeling of harm allows us to establish its source and further carry out its neutralization in order to protect society and the state.  

Viktor Anatolyevich Chigirev determined that the main methods of subjectology include the discursive-evaluative method and the method of natural tests. The use of these methods allows one to adequately cognize oneself and others, correct one's behavior, mobilize oneself and others to observe moral standards of behavior (not to harm oneself and others, the environment).

Thus, we can conclude that for adequate training time to the challenges and threats, one can rely on a new scientific direction - subjectology, using the methods of natural tests and the discursive-evaluative method to consolidate important civic and professional qualities of the personality of any person: morality; patriotism; social activity to restore justice; a sense of personal responsibility for the assigned task; hard work; scientific and ethical worldview; reliability.

The most important scientific achievement of Viktor Anatolyevich Chigirev is the development of a scientific direction - informal justice.  

Justice (lat. Justitia "justice, legality", from jus "right"), it includes a system of government bodies that help the courts to maintain the rule of law and a fair state of affairs in the country. At the same time, the created deficit of justice in society has created a need to improve the social mechanism for maintaining the rule of law and a fair state of affairs.  

Chigirev V.A., relying on the research results, generalized them, and developed the theory and methodology of informal justice.

Informal justice is a discursive and evaluative process in which government bodies, courts, experts and the masses of citizens participate in identifying, discussing and evaluating pests and offenders. This helps to carry out timely rotation of socially dangerous subjects from public authorities and courts, through which the legality and fair state of affairs in a state of any type, from autocratic to democratic, is established.

The object of informal justice is the process of restoring justice through discursive evaluative practices.

Subjects of informal justice are public authorities, experts, citizens involved in identifying, discussing and condemning persons who harm society and specific citizens.

The subject of informal justice is the process of restoring a just state of affairs in a society and state of any type (autocratic, democratic, anarchic).  

In a broad sense, informal justice is a discursive and evaluative activity of society and the state, during which the executive and procedural activity of the state and the behavior of specific subjects are corrected in the direction of morality and justice.

The main problem of our time is inequality in the distribution of wealth. It gives rise to all other problems: terrorism, extremism, wars, crime, social diseases. This global problem rests on the idea that has captured the minds and souls of citizens (ideological paradigm) - a commercial-consumer approach to organizing life (the main goal is profit, value is money, means is trade). 

As a result, modern turbo-parasitic capitalism was formed, providing an accelerated growth of material benefits of social parasites and their reproduction.

The peculiarity of turbo-parasitic capitalism is that it is not necessary to monopolize the distribution mechanism of material goods for several generations. In a few years, you can create a capital for yourself, which could previously have been formed by several generations. Under the conditions of turbo-parasitic capitalism, a person who takes the idea of ​​personal enrichment at any cost as the basis of his thinking takes a place in the distribution mechanism of material goods, instantly enriches himself and allows himself to acquire expensive things (yachts, islands, and so on). Even states are acquired that are perceived as legal entities, whose title documents are put up for sale for a willing billionaire.

Advances in technology are dramatically reducing the number of jobs and increasing the number of unnecessary people. Under turbo capitalism, the world is full of superfluous people.

Profit and greed become the main motive that ensures the sustainability of the commercial parasitic paradigm.

The old ethical regulators are losing their effectiveness under turbo capitalism. In the modern economy, many humanitarian technologies are aimed at manipulating human behavior. Information manipulations (or "information and communication brain massage") make the world unknowable for most citizens.

Therefore, today we need to talk about the creation of new approaches to the ethical regulation of the behavior of subjects. It is necessary to solve the old problem: "How to make a person not act badly towards others?" For this, it is important to create a new moral infrastructure of society. Morality is non-harm to a person.

In the commercial-consumer paradigm, a person is just a tool for making a profit, satisfying the pangs of greed. Modern turbo-parasitic capitalism has no spiritual content and cannot acquire one in principle. The leaders of religious confessions imitating social parasites with their prosperous lives themselves discredit the faith, which has long been turned into a source of personal enrichment, have become merchants of consolation. This creates a favorable situation for the multiplication of various sects and pseudo-teachings.

For this reason, there is talk today about changing the worldview paradigm.

How can we move to a new paradigm of thinking, where the main value will be a person? But not just a person (huckster, businessman, sly, dodger, parasite, etc.), but a moral person who does not harm others.

The problem of inequality is exacerbated by global parasitism. In the public sphere, the goal is often declared - the welfare of the people.

The good of the people is getting rid of social parasites. Limiting social parasitism is a rare example of an absolute social good.

To change the worldview paradigm, new values, goals and means are needed.

The most important value for society is a person.

The goal of society is a moral person.

Means - the ideology-technology of morality, which was proposed by Professor Viktor Anatolyevich Chigirev.

Chigirev Viktor Anatolyevich clearly and popularly outlined the ideas of a moral path, a new ideology of morality, which allows you to expand the circle of understanding and competent people, provides food for a broad discussion and, most importantly, encourages constructive forces of society to transform activity, paralyzed by the ideology of "stuffing pockets at any cost" , "faith in money as in God". 

Instead of the great ideological utopias of the past, directly and frankly formulating the interests of certain classes and social groups, Chigirev Viktor Anatolyevich proposed a new "supranational", "supranational", "supra-confessional" ideology that unites all creative social forces on the path of the natural evolution of mankind.



Today, strategic decisions to transform public life are made by the bureaucratic elite, motivated by selfish motives, and not by the real needs of people.  

The introduction of the new ideology "morality" contributes to the creative activity of the people and the moral self-organization of the authorities.  

A person bases his being on honesty and trust in other people, he needs a stable emotional contact with his own kind. It is the constancy of relationships and the ability to rely on the other that the overwhelming majority of people attach great importance to. Morality is a general expression of those properties of human nature that perform the function of a regulator of relations between members of society, regardless of social, national, confessional and other factors. This is a special mindset and behavior that allows you not to harm yourself, others, and the environment. It is not by chance that Viktor Anatolyevich Chigirev turned to this very category. He came to the conclusion that it is morality as a condition for the survival of the human race that has every right to elevate it to the rank of a practically useful category perceived by the majority of people. Humanity has made a colossal step in technical development, while professing various moral, religious and cultural systems as ways of organizing life. To improve the quality of human life, undoubtedly, you need not only a material breakthrough, but also a spiritual one. Morality is the basis for the spiritual development of mankind. As a natural counterbalance to soulless rationalism, it helps to resolve the contradictions of a modern, largely immoral civilization.

Speaking about the category of "morality", Chigirev Viktor Anatolyevich formulated a number of provisions that serve as the basis for moral behavior:

1. The moral law (do not harm yourself, others and the environment) is embedded in the very nature of man.

2. Moral behavior is taught through social interaction, when the actions of other people (especially political leaders) reinforce or weaken moral behavior. 

3. Teaching moral behavior occurs mainly in collectives, the very belonging to which is the main source of reinforcement.

4. Effective teaching of moral behavior occurs when it is reinforced more strongly than immoral.

5. The stability of moral behavior directly depends on the strength, frequency and likelihood of its reinforcement, the timeliness of “moral investments”. 

Harmony of spiritual and material aspirations, balance of rights and responsibilities will make this world a better place. But to come to this harmony, as the author shows, it is possible in a moral way. Although the contradictions between moral and immoral people are inevitable, overcoming them is necessary and possible "without bloodshed", ie. through the implementation of "moral investment in human capital", through the development and implementation into practice of scientifically grounded and legally enshrined intersubjective dialogue procedures.

According to many scientists, in the first half or middle of the XXI century, humanity expects a transition to some new conditions of existence, which will be fundamentally different from the current ones. Given the current state of the spiritual and moral sphere, such a crisis transition is mortally dangerous for humanity.

The concept and ideology of morality is the historical turn of events, the witnesses and participants of which we will all inevitably find ourselves in the near future. To embark on the moral path, realizing its necessity, everyone can "literally tomorrow", especially if the leading comrades "ask" about it. And the comrades asked ...

As a result, amendments were made to the Constitution of the Russian Federation and other laws, which consolidated the category of morality as the main idea, which is understood as not causing harm to a person ("do not harm and you will not be harmed" - the axiom of Chigirev V.A.):

Clause 2 of the Family Code of the Russian Federation Article 6. Family legislation and norms of international law

2. It is not allowed to apply the rules of international treaties in their interpretation that contradicts the Constitution of the Russian Federation, as well as the foundations of law and order and morality. Such a contradiction can be established in the manner determined by federal constitutional law.

The amendments made to Articles 6 and 165 of the Family Code of the Russian Federation established that the application of the rules of international treaties in their interpretation, contrary to the Constitution of the Russian Federation, as well as the foundations of law and order and morality, is not allowed.

According to the explanations of the resolution of the Plenum of the Supreme Court of the Russian Federation "On the court verdict", the verdict is recognized as such if it meets the requirements of the criminal procedure legislation for its content, procedural form and order of ruling, and is also based on the correct application of the criminal law, and moreover - the verdict can be recognized as lawful only if it is determined by the results of a fair trial. 

The fairness of the verdict is intended to reflect the moral side of the administration of justice, since, when imposing a punishment on the defendant, the court is obliged to correctly assess the degree and nature of the social danger of the offense, the circumstances characterizing the personality of the guilty person, the circumstances that mitigate and aggravate responsibility in their totality, and in exact accordance with this determine the type and the amount of the punishment imposed on the perpetrator by the court verdict.

By the Decree of the President of the Russian Federation of July 2, 2021 No. 400, the National Security Strategy of the Russian Federation was approved.

Saving the people of Russia and developing human potential

28. The people are the bearers of the sovereignty of the Russian Federation and its main asset. Russian spiritual and moral ideals and cultural and historical values, the talent of the people are the basis of statehood and are the foundation for the further development of the country.

The ideology-technology of morality is an ecological social technology (eco-social technology). It includes the idea of ​​morality, freely accepted and shared by most social subjects, as the idea of ​​not causing harm; and the associated procedure for measuring the morality of social subjects.

The measurement of the morality of social subjects is carried out in the process of ethical assessment of their social actions. As a result, each social subject receives an individual morality index, which is constantly adjusted in the process of discursive practices.

Individual indices of morality of social subjects are used by other subjects in ensuring the openness of civil society and its state.

This technology makes it possible to launch ethical codes for various social groups.

One of the most important achievements of Professor V.A. - this is the definition of the "morality index". This is a numerical indicator of harm from social actions or inaction of the subject. Formed in the process of ethical assessment.

Information on the values ​​of the morality index of social subjects is open and accessible.

How can you make a person not act “badly towards others? Who can make him behave like that? "

Chigirev V.A. gave the answer to this question: "only others!". It is impossible to deny the existence of "other" people. It is possible to conduct a discussion - "is there God or not", but "other" people are present in the life of every person. This is reality.

"Others" create a person, give him a name, education, culture, God, make him a man, appoint him as a hero or a criminal.

Chigirev Viktor Anatolyevich developed a technology to create a moral person, which society of the XXI century began to use in the fight against the aggressive ideology of kleptocracy (monocracy, the "golden calf", the omnipotence of money, faith in money as in God).

This technology is based on a global ecological principle: do not harm yourself, your neighbors, or your environment. A global ethical principle follows from the global environmental principle: behave in such a way as not to harm yourself, your neighbors, or your environment.

Based on the global ethical principle, a brilliant rule for society or the moral rule of behavior "Three Cs" has been formulated: do not harm yourself, your neighbors, or your environment by thought, word or deed; create for yourself, neighbors, living environment with thought, word, deed. This is the core of practical ethics.

The implementation of the moral rule "Three S" is possible in modern information virtual environments. The combination of the capabilities of IT-technologies and social technologies makes it possible to create discursive-evaluative environments, where everyone evaluates the behavior of everyone.

This synthesis makes it possible to create discursive-evaluative regulators of behavior (network discursive-ethical regulators), which act as a working mechanism of social progress.

What is social progress? Its essence is to improve social relations by constantly reducing the level of social parasitism. This provides the effect of the emergence of social justice.

Discursive-evaluative regulators of behavior (network discursive-ethical regulators) are virtual network constructions created on the basis of the principles formulated by Professor Viktor Anatolyevich Chigirev:

The principle of openness: discussion and evaluation in society are open and public procedures in which anyone can freely take part.

The principle of visualization (clarity): simplicity, accessibility and clarity of presentation and visualization of discourse and mass ethical assessment in information environments.

The development and launch of discourse-evaluative regulators of the behavior of social subjects will create a global discourse-evaluative environment (the GLON project - global morality, implemented by the Institute of Morality).

Discursive evaluative regulators of behavior are a promising means of managing social relations. Civil society is impossible without discursive evaluative environments.

The level of development of high humanitarian and social technologies allows, when introducing discourse-evaluative regulators, not to appeal to political institutions. This movement can follow the path of private projects.

Discursive evaluative regulators implement the idea of ​​each influence on others. Participation in mass ethical assessment leads to the formation of socially active citizens.

Discourse-evaluative regulators are a mechanism for achieving social consensus.

Discursive evaluative regulators make the social parasite a cultural outcast of civilization. 

The discursive-evaluative approach is the fundamental achievement of the scientific school of Professor Viktor Anatolyevich Chigirev and his personal contribution to social progress.

Our Motherland, the Russian Federation, is the legal successor of the USSR, the first socialist state in the history of mankind, which arose in 1917 as a result of the overthrow of tsarism and the elimination of the class of social parasites that actively exported the country's money and resources abroad.

Until 1917, Russia was a state ruled by emperors, tsars, grand dukes who ruined the ancient Russian tribes, who lived by self-government without parasitism and harm to each other. Tsars and princes, having put themselves at their service for money and other benefits of the military, with the help of which they collected money from their own people under the guise of rent, tribute, taxes and other fees to maintain the state apparatus and military forces.

So there was a separate social group - the military, warriors, fighters, relying on which the kings, princes could stay in power and plunder their own population.

Therefore, the world of exploiters greeted the birth of the state of workers and peasants (USSR) with fierce hatred. International and domestic social parasites did their best to destroy the world's first socialist state. As a result, in 1991 the USSR was destroyed. Chigirev Viktor Anatolyevich took an active part as a military scientist in preserving the creative processes of the USSR in the Russian statehood. As a result, in 2020, as a result of amendments to the Constitution of the Russian Federation, Russia became the successor of the USSR.

Spiritual education is carried out through the participation of children and youth in discussing and evaluating the activities of their elders, do they harm other people? Spirituality arises in the course of creation for others, when a person does something important for others, he protects them from harm and threats. Such a person is important to others and they value him if they are moral people. The social parasite does not value the talent, conscience and spiritual capabilities of a person; he exploits a person without pity, bringing him to poverty, prison, and discrediting. Spiritual people are social parasites that harm others, which allows them to receive funds for their survival and parasitism.

Moral education is based on the observance of the moral rule in the behavior of every young person: do not harm yourself and others by thought, word, deed; create for others and yourself with thought, word, deed. This type of education is provided by the participation of young people in discussing and evaluating the behavior of others and themselves using social-evaluative networks, discursive-evaluative practices and other eco-social technologies, which are based on the practical application of the discursive evaluative method.

Intellectual education is carried out through the participation of children and youth in direct discussion and assessment of natural phenomena and human life with the participation of moral and qualified experts, scientists-educators - carriers of new knowledge. The basis of human intellectual development is a scientific and ethical worldview that allows a person to influence himself and others through eco-behavior and eco-management.

Ecobehavior is behavior that avoids harming others and yourself. The personal value of a person is another person and a trusting relationship with him.

Eco -management is the management of other people, aimed at creating for others and excluding harm to people. The value of eco-governance is other people and trusting relationships with others.

Physical education is aimed at the physical development of a person, the development of physical culture, health-improving exercises, daily physical exercises that support good health and a person's ability to mental and physical work, to maintain their health.

Patriotism arises from a sense of pride in one's country and a desire to defend common values. Genuine, and not official, patriotism can only be moral. Observing honest and decent people, managers in power, there is a desire to protect such leaders. A different personnel situation eliminates the basis for patriotic education and leads to the betrayal of their homeland.

Citizenship arises from the active participation of a person in protecting his rights violated by social parasites. Restoring justice for oneself and other people is a true form of manifestation of human civic consciousness.

Respect for elders is possible if elders demonstrate an example of environmental behavior and environmental governance. A different behavior of elders leads the country to death, and the people to extinction and migration.

The Russian people lost the Soviet economic and political system, in return they received a life free from disciplinary practices and a full life, the opportunity to enjoy the fruits of private initiative, entrepreneurship, property.

As a result of the collapse of the USSR, the economic, political, social and cultural life of our society has changed. The Soviet people ceased to exist. The Soviet state has been destroyed. Our country has become a leading country in the supply of raw materials. There was a steady export of capital abroad, the exchange rate of the national currency was regularly depreciating from 60 kopecks per US dollar to 70 rubles per US dollar. The depreciation of the national currency leads to the formation of a wealthy internal social and parasitic elite, and a mass of poor and bankrupt entrepreneurs who have lost their influence and property. Who was everything, he became nobody. 

The restoration of justice in the country, the elimination of inequality of property in a natural way is carried out through the enrichment of our culture with ecological behavior and eco-management, allows us to strengthen our Motherland, to ensure its internal stability and security.

The discursive evaluative method has the function of a blocking technology . Its use can block, prohibit any socially dangerous action, ensure the timely rotation of the pest, until he undermines public trust by his presence in power and causes destabilization and extremism in society. 

We are optimistic about the future, applying today different forms of discursive and evaluative practices. It is already obvious to many that uncertainty about the future is being overcome through active participation in establishing moral order in the country and restoring justice. For this, it is important to raise your level of qualifications, since this order has not been established using the old methods and soft power based on corruption.
